Committees & Structures

Governmental Affairs Committee’s


Vertical Codes Committee – Chair, Jason Starling, Suarez Housing Corp. This committee meets on the first Monday of the month at 2:00pm and was created for members to express their concerns to the county. Specific items versus conceptual policy – interpretations of codes; inspection procedures; new code requirements and development services division budget issues. The format for this meeting is an open discussion led by the chair.

Horizontal Codes Committee - Chair, Rhonda Nelson, King Engineering. This committee meets the first Monday of the month at 1:00pm and was created for members to express concerns to county. Specific items versus conceptual policy – interpretations of codes; tech manual development and always having a pulse on DRC and review turnaround time. The format for these meetings is an open discussion led by the chair.

Tampa Gov’t Affairs Committee – Co-Chairs, Gary Brown, Sterling Bay Homes and Cliff Fernandez, Dolphin Homes. This committee plans and implements the TBBA’s governmental relations program through aggressive lobbying and regularly scheduled meetings with elected officials within the city of Tampa. Major issues discussed are code revisions, zonings, trees, and infrastructure and meets on the 1st Friday of every other month at the CSC.

Hillsborough GA Committee – Chair, Steve LaBour. This committee meets on the third Thursday at 3:00pm at TBBA. This committee monitors changes with the Florida Building Code and is a great opportunity for builders to discuss local code interpretations. They will also discuss overall land use policies, code items and state issues as they affect us locally; continue items from previous meetings and follow BOCC agendas and stay on top of current issues within the county and state.

Pinellas GA Committee – Chair, Kristi Cheatham, Clearwater Gas; Vice Chair, Scott Dispenza, Premier Design Homes of Florida. This committee meets first Wednesday of the month at 11:45am and was created to discuss overall land use policies, code items, and state issues as they affect us locally. Most meetings will feature a guest speaker to discuss issues important to the industry. They will also follow the BOCC agenda and stay on top of current issues within the county and state.

Green Building Committee – Chair, Amy Castelli, Hannah Bartoletta Homes. This committee meets first Monday of the month at 3:00pm and was created to discuss incentives the government can provide to accelerate and support green builders. The committee also discusses ways to educate the members about green building.

Affordable Housing Committee – Chair, Michael Shrenk, New Millenial Homes. This committee meets as needed and discusses ways to help governments provide incentives for affordable housing. They keep on top of issues that affect affordability of homes such as mandatory inclusionary zoning.

Industry Issues Committee – Chair, Dan Molloy, Oak Creek Land Company; Vice Chair, Eric Isenbergh, Davison Homes. The purpose of the Industry Issues Committee is help to address regulatory and related legal action and similar activities that adversely impact the building industry such as the Hometown Democracy scam, proportionate share for transportation and schools that makes impact fees look like pocket change, comprehensive plans that have no future provision for single-family housing. The Sierra Club and other environmental special interest groups have raised huge sums of money to fund efforts to both make regulations tougher and to stop growth.
